Congresswoman Julie Fedorchak cast her vote in favor of a new legislative measure intended to safeguard American higher education from foreign influence. The bill, titled the Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions (DETERRENT) Act, is designed to enhance the reporting requirements for foreign gifts and contracts. It also aims to impose stricter penalties for noncompliance and bans certain contracts between American academic institutions and organizations connected to foreign adversaries.
Fedorchak expressed her concerns about foreign infiltration in American universities, stating, “Foreign adversaries like the Chinese Communist Party have worked for years to infiltrate our universities and serve their own agendas. This bill strengthens transparency and accountability, helping protect American students and faculty from hidden foreign manipulation. The next generation of American leaders should be shaped by the principles of freedom, integrity, and critical thought—not by the interests of hostile foreign governments.”
The act addresses issues related to foreign entities, including countries like China, Saudi Arabia, the United Arab Emirates, and Qatar. These nations have been accused of using significant financial contributions and contracts to wield influence in U.S. universities. Despite existing laws mandating the disclosure of financial ties, many institutions have reportedly failed to adequately report billions in foreign contributions.
