The Federal Environmental Law Impact Review Committee has announced a meeting scheduled for April 9 at 3:30 p.m. The session will convene in the Lewis & Clark Room, located on the second floor of the Bank of North Dakota in Bismarck. According to the agenda, the meeting will begin with introductions of the committee members. These include Commissioner Doug Goehring, who will chair the meeting, and various representatives from agriculture and environmental sectors.
The committee will review the draft meeting minutes from a previous session held on August 2, 2023, and will provide updates on the budget. This will cover two main funds, the Federal Environmental Law Impact Review Fund and the Environmental Impact Mitigation Fund.
A significant topic on the agenda is the House Bill 1400 concerning the Agriculture Commissioner's authority to hold easements. In addition, the committee will discuss litigation updates on several environmental issues, including the Waters of the United States, the Dakota Access Pipeline Environmental Impact Statement, and the National Environmental Policy Act.
Pending matters for review include strategies by the Environmental Protection Agency concerning herbicides, rodenticides, insecticides, and fungicides. The U.S. Fish & Wildlife Service's proposed listings of the Monarch and Regal Fritillary will also be addressed, alongside ongoing drain tiling litigation.
The meeting will outline the schedule for future meetings between October 2025 and January 2026. The session will conclude with an adjournment.
