The DWSRF program 2023 Intended Use Plan (IUP) will determine a comprehensive project priority list. Only projects that are on this list will be eligible for DWSRF assistance. Projects on the 2022 Bipartisan Infrastructure Law (BIL) priority list do not need to submit a questionnaire but will be automatically placed on the 2023 priority list. Projects not on the 2022 BIL priority list or projects that have changed significantly from the 2022 BIL priority list, must submit a completed ranking questionnaire by Jan. 20, 2023.
