GNDC releases legislative scorecard highlighting key votes affecting business climate

The Greater North Dakota Chamber (GNDC) has published its 2025 Legislative Report titled "How They Voted," which evaluates how state lawmakers voted on significant bills during the 69th Legislative Assembly. The report focuses on legislation that affects the business climate, workforce solutions, and infrastructure investments in North Dakota.

The GNDC assessed votes on 30 key bills to determine each lawmaker's alignment with the chamber's legislative priorities. Arik Spencer, President and CEO of GNDC, emphasized the importance of transparency: “This report reflects our continued commitment to transparency and accountability. Business leaders deserve to know where lawmakers stand on issues that impact economic opportunity in North Dakota. We’re proud to provide that clarity.”

Lawmakers who scored 85% or higher were named Chamber Champions, with 46 legislators receiving this recognition, including one who achieved a perfect score. Spencer praised these individuals: “Chamber Champions understand the real-world impact policy has on employers and communities. Their support of pro-business policy helps move North Dakota forward, and we’re grateful for their leadership and collaboration.”

During the legislative session, GNDC worked closely with lawmakers to promote business-friendly policies while opposing detrimental proposals. The report highlights successful pro-business legislation passed this year as well as efforts to prevent regulatory overreach.

In addition to evaluating legislative performance, the full report covers GNDC member priorities at the start of the session, key legislative outcomes—including both wins and setbacks—and appropriations for critical state agencies. It also provides details about property tax outcomes and recognizes recipients of the Business Bipartisan Seal.

Printed copies of the report are being distributed to GNDC members, while a digital version is accessible at ndhowtheyvoted.com.
