During a Senate Energy and Natural Resources Committee hearing, Senator John Hoeven addressed the need for reliable baseload power and energy infrastructure. He questioned Federal Energy Regulatory Commission (FERC) nominees Laura Swett and David LaCerte about how to meet increasing electricity demand and the importance of coal-fired baseload generation for grid operators such as MISO and SPP in North Dakota and nearby areas.
Hoeven obtained commitments from both nominees to support market structures that value baseload power. He also emphasized the necessity of expanding transmission and pipeline infrastructure, while urging respect for states’ rights and private landowners during permitting decisions.
“Maintaining affordable, reliable energy is vital for the well-being of our communities and the strength of our economy,” said Hoeven. “We need policies that support a diverse mix of energy resources to ensure grid stability and resilience, while also respecting the rights of states and private landowners.”
The discussion comes as part of Hoeven’s ongoing legislative work, including his introduction of the GRID Power Act with Senator Todd Young and Representative Troy Balderson. The bill aims to accelerate new baseload power projects by authorizing regional grid operators to prioritize these projects when seeking interconnection agreements. It also seeks to address delays caused by median wait times of up to five years for such agreements. The legislation would require FERC to begin rulemaking within 90 days after enactment, finalize rules within 180 days, and act on prioritized baseload projects within 60 days.
