North Dakota Department of Environmental Quality issued the following announcement.
The United States implements environmental regulation through a system that allows states to present plans to assume primary authority or "primacy" for implementation and enforcement. North Dakota has primacy over the state's air, land, and water. The people who implement the environmental laws here actually live here!
