Cambia Health Solutions and Blue Cross Blue Shield of North Dakota (BCBSND) have announced a strategic affiliation aimed at improving access to health care for members in North Dakota. The collaboration is intended to streamline operations, introduce more affordable solutions, and allow both organizations to share best practices and technological resources.

Cambia, established in 1995 by four Blue Cross Blue Shield licensees, operates as a nonprofit providing management and shared services for local Blue plans across the Pacific Northwest and Mountain West. The organization focuses on delivering enhanced services for its members through coordinated efforts among affiliated plans.

Dan Conrad, president and CEO of BCBSND, stated, “Affiliating with Cambia allows us to leap ahead in the capabilities we can bring to the North Dakotans we serve. We both have a deep commitment to a strong local presence today and into the future. Backed by Cambia’s national scale and resources, we can offer members and customers more affordable plan solutions and personalized health tools, all while continuing to be supported by local employees who understand their health care needs.”

The partnership will combine Cambia’s experience in technology infrastructure with BCBSND’s expertise in rural health, Medicare and Medicaid programs, as well as provider partnerships. Cambia also participates in Echo Health Ventures, which invests in healthcare companies that aim to improve quality and cost-effectiveness.

According to both organizations, current BCBSND members will see no changes in their coverage or insurance cards. The company will continue operating under its current name with an independent board of directors. Its mutual status remains unchanged; policyholders will continue governing the organization rather than outside investors. Reserve funds will stay within North Dakota.

The affiliation is subject to regulatory approval within North Dakota before it is finalized. If approved, closure is expected sometime in 2026.

Founded in 1940, BCBSND provides statewide coverage as an independent licensee of the Blue Cross and Blue Shield Association. Members benefit from access to a wide network of providers locally, nationally, and internationally.
