The United States Senate has seen the introduction of a new piece of bipartisan legislation aimed squarely at addressing Russian actions in Ukraine. The "Sanctioning Russia Act of 2025" was presented by Senator Kevin Cramer, together with Senators Lindsey Graham and Richard Blumenthal, and features the support of 50 additional senators.

The legislation aims to impose significant primary and secondary sanctions. These would target Russia and any actors supporting Russia's actions, particularly if Russia fails to engage in peace talks with Ukraine or undermines Ukraine's sovereignty post-negotiations.

Explicit measures in the legislation include a 500 percent tariff on goods imported from countries that continue to purchase Russian oil, gas, uranium, and other products.

Senator Cramer stated, “The Sanctioning Russia Act of 2025 will issue decisive consequences aimed at deterring Russian aggression,” and emphasized that “bullies have a price to pay for their actions.”

The list of advocates for the legislation reads like a roll call from across the political spectrum, indicating a broad base of bipartisan support for the move against Russia.
